Support to the Export-Led Agricultural Sector in Cambodia (SELAS)

Cambodia’s agricultural growth strategy prioritizes export-oriented value chains, particularly tropical fruits such as mango, longan, durian and cashew. While recent trade agreements have expanded access to high-value markets—especially in Asia—smallholders and agri-MSMEs continue to face constraints related to quality standards, post-harvest processing, certification and regulatory compliance.
This project supports Cambodia’s transition towards competitive, export-ready agricultural value chains by strengthening the capacities of producer organizations, cooperatives and micro, small and medium-sized enterprises (MSMEs). Embedded within the IFAD-financed Agriculture Services Programme for an Inclusive Rural Economy and Agricultural Trade (ASPIRE-AT) programme, the project focuses on three priorities: (i) improving production, post-harvest and processing practices; (ii) strengthening MSMEs competitiveness and access to business services; and (iii) enhancing regulatory and certification readiness for export markets.
The Chinese Academy of Tropical Agricultural Sciences (CATAS), will provide expertise on tropical fruit production, post-harvest technologies, sanitary and phytosanitary compliance and e-certification systems. Through training, demonstrations, workshops and study tours, the project will facilitate practical knowledge transfer, increase rural incomes and reinforce Cambodia’s integration into regional agricultural trade.
