Dr. Meas Pyseth was born in Kandal Province. He is married and have 3 children. He did his first Master degree in Agricultural Mechanization in Slovakia. His second Master and PhD degrees in Agricultural Engineering were done in New Zealand. After his first Master degree, he started to work for the Ministry of Agriculture, Forestry and Fisheries. First, as Technical Officer and Vice Chief of an office of the Department of Agricultural Engineering. Second, as Chief of an office and Vice Director of the Cambodian Agricultural Research and Development Institute (CARDI). Third, as Director of the Department of International Cooperation. Fourth, as Deputy Secretary General of the Ministry, And fifth, as the Under Secretary of State of the Ministry. Currently, he is Director of the Agricultural Services Program for Innovation and Extension (ASPIRE), National Focal Point for the United Nations Convention to Combat Desertification/Land Degradation (UNCCD) and Chairman of the Board of Directors of CARDI. It is good to also mention that Dr. Meas Pyseth worked part-time for the International Rice Research Institute (IRRI) for 8 years as Technical Expert on Rice Postharvest Technology.

Mr. Boreth Sun’s expertise in developing inclusive agricultural market systems, providing advisory services to agribusinesses, and promoting private sector partnerships across Cambodia is rooted in 29 years of professional experience engaging public and private stakeholders in the agriculture sector. Throughout 14 years of managing international development programs focused on agricultural and food system development in emerging markets, Mr. Sun has taken on a range of relevant technical and management roles for USAID, IFAD, AusAID, and other donor-funded projects. He served Team Leader for the ADB funded Trade Facilitation: Improved Sanitary and Phytosanitary (SPS) Handling in Greater Mekong Subregion (GMS) Trade Project, ADB and MAFF and is currently a Programme Team Leader for the Agriculture Services Programme for Innovation, Resilience and Extension (ASPIRE).
Boreth has a Master Degree in global education from the University of Massachusetts, Amherst, USA in 1992. His expertise lies in rural and agriculture, finance, agribusiness management, project design and management, civil society and local NGO capacity strengthening training facilitation, project review and evaluation, farmer and association/community development, as well as Cooperate Governance.
Mr. VONG Try responsible for providing executive and administrative assistance to the Programme Director in general project implementation, management and day-to-day liaison with Programme counterparts, including drafting correspondence, taking of minutes, arranging for the processing of government clearances, making travel arrangements and related tasks, exclusively for the Programme Director.
Mr. Mao Narith, responsible to design and develop the M&E system link with MIS and Extension Hub of MAFF; follow up with the results-based management with key performance indicators from outputs to impact levels; strengthen the M&E management capacity, oversight, monitoring and supervision of M&E team; support in planning and reporting; and directing and coordination technical and operational activities for reaching the project goals and development objectives of the programme.
With more then 8 years working Experience in the technology sector, Chetra is currently supporting ASPIRE as an National MIS Specialist of ASPIRE Secretariat. He is programmer design and develop new function for support Report to ASPIRE programme, Ministry of Agriculture Forestry and Fisheries (MAFF) and International Fund for Agricultural Development (IFAD).
Mr. Em Chamnan Oudam, responsible to manage application data including target areas, number of beneficiaries, location of business clusters, help M&E specialist to update Log-frame, physical and financial progress, keep and collect monthly, semi-annual and annual reports, assisted MIS specialist in developing guidelines for using MIS system in tablets, and help and support provincial M&E officer, DOA and CEWs in solving problems relate to data entry and collection.

He’s Yao Ven, the five -year experienced as Procurement Officer of the Agriculture Services Programme for Innovations, Resilience and Extension(ASPIRE) under the Ministry of Agriculture Forestry and Fisheries. Being as Procurement officer, I have to responsible for:
– evaluating suppliers, products, and services, negotiating contracts, and ensuring that approved purchases are cost-efficient and of high quality, Estimate and establish cost parameters and budgets for purchases, Create and maintain good relationships with vendors/suppliers, Make professional decisions in a fast-paced environment, Maintain records of purchases, pricing, and other important data, and contract Monitoring, Review and analyze all vendors/suppliers, supply, and price options, Develop plans for purchasing equipment, services, and supplies, Negotiate a good deal for pricing and supply contracts, Maintain and update a list of suppliers and their qualifications, delivery times, and potential future development, contract management, Work closely with team members’/ Procurement consultants and project manager to complete duties as needed.
In Procurement unit, I am responsible on procurement process which including Goods, Work and Service undertaken by the ASPIRE Secretariat in a timely, efficient and transparent manner in line with the SOP and IFAD procedure.
Since 2020-Present working with ASPIRE Programme. Responsible to prepare draft of bidding documents of goods, works and the document for the recruitment of the consultant service, bid advertisement/request for EOI, and bid evaluation reports in accordance with provisions of the ASPIRE Financing Agreement and above procurement guideline.
Since September 2019 to June 2021 have been worked as Provincial Finance & Procurement Adviser based in Mondulkiri Province. My responsible are provided technical support to PDAFF of finance and procurement procedures and provided technical to prepare the Monthly, Quarterly, Semester and Annual Financial Report. How to data entry into accounting system (Sage 50), Coaching how to prepared the supporting document of payment, Coaching and provide on-the-job training on ASPIRE procedures and financial management. Supported Procurement Committee’s (PRC, CEC, BEC) for procurement related goods and services, with procurement plans, tender documents, and bidding announcements as procurement methods and procedures compliance to Procurement Guidelines. From September 2021 until now work as Senior Procurement Assistant based in ASPIRE Secretariat.
Miss. Nhan Rathana is Vice Chief of Bilateral and Multilateral Cooperation Office of the Department of International Cooperation of the Ministry of Agriculture, Forestry and Fisheries. For ASPIRE, Rathana oversees to make sure the procedures and documents related to Finance and Accounting are correct. She has this role since she has had lots of experiences in the areas of Finance and Accounting. For the above-said office, Rathana has been in charge of managing Finance and accounting for the government budget. She has also gained more experiences on the area when she was working as Accountant for a 3 years project financed mainly by GEF and UNDP.
Since 2018, I’ve been finance specialist with ASPIRE to manage Development Partners funding, knowledge transferring, accounting system Online Setup, and monitor the compliance and transparency. Between 1993 and 2017, I worked for CARE International, Finance advisor of UNDP/UNOPS/PSDD, National Committee for Sub-National Democratic Development, Finance and Grant Officer of Pact Cambodia, I hold a Master of Economic Science Degree in Finance from University of Poly-Technology and Bachelor Degree from National University of Management.
Mrs. SAO SOMANTHA responsible to regular consolidate monthly, quarterly, and annual financial report; Coordination technical for programme financial activities. Reviewing all finance reports received from all implement agencies and feedback as required (monthly/quarterly/annually), Maintain withdrawal application by source of fund, tracking with details of all application sent to IFAD/MEF and regular update as fund received, Consolidated Annual Workplan and Budget for ASPIRE, Provide training on the Financial Management to National and provincial level.

I am currently responsible to assist the ASPIRE Secretariat support team manager to manage the Programme finances and to maintain complete and accurate accounting records in a timely, efficient and transparent manner in line with the Programme Implementation Manual (PIM) and the Standards Operating Procedures (SOP) of Ministry of Economic and Finance (MEF). and responsible to help and support Provincial Finance Officer to collect and check monthly, quarterly and annual financial reports submitted by the sub-national implementing agencies to ASPIRE-Secretariat.

Mrs. NON-THIRA holds a Master+ Bachelor’s degree in Finance and Banking from Phnom Penh International University and a Bachelor’s degree in Agriculture and Rural Development from the University of Management and Economics.
Since 2018, I’ve been Accountant Assistant with ASPIRE Programme. I am currently responsible for 5 Provincial Department of Agriculture, Forestry and Fisheries ( PDAFFs) which working closely with ASPIRE Secretariat. For that I have also assisted the Provincial Finance Officer to collect and check monthly, quarterly and annual financial reports submitted by the sub-national implementing agencies to ASPIRE-Secretariat. Beside this, I also support Some National Implement Agencies (RUA) to comply with the ASPIRE-Financial Management Manuel processing and other tasks assigned by Management team. I am a team work, cooperation, friendly and accountability with ASPIRE Team, Management Team, Sub-national colleagues.

My roles are: Safe keeping programme cheque books and prepare cash expenditure and assist accountant to prepare budgets, maintain financial records and financial reports, the programme accounts books for audit. Perform daily/monthly reconciliation with the partners; daily reconciliation for the end of month, and others relevant.

• Improvement of data collection and knowledge sharing through: Development of MIS/M&E online systems, partnered with CEWs in all provinces to collect project data (beneficiaries, climate resilient technology adoption, economic performance, marketing, etc.). ASPIRE’s M&E/MIS system has become one of the more robust and has provide evidence based data for the success of the programme.
• Digital channels (ICT app) and platforms were created to communicate and share information, technical and market information, technology promotion, agriculture products, documentation of lessons learned (including visual forms) disseminate management decisions, and inform programme progress and challenges.

Mr. Kimbo David has been working with ASPIRE programme since 2018 as Administration Assistant. His administrative work is to provide over administrative and logistic support to the whole programme of ASPIRE covering 24 provinces of Cambodia.
In 2021, He has been promoted to Knowledge Management and Reporting consultant of RUSH-IT project of ASPIRE programme, responsible to review and approve agricultural input proposal of ASPIRE farmers in Chamka App, monitor and respond to PDAFF officer, CEW, input suppliers, and farmers of RUSH-IT for Chamka App implementation process, document lessons learned and successful stories from the various farmers’ adoption of technologies to improve their production and increase their profits and assist team to design leaflets to disseminate to partners and stakeholders, assist with the upload of extension information and technical documents into ASPIRE website, Facebook page, Telegram, and Youtube channel to promote ASPIRE, and other duties as assigned by Manager and Director of the Pragramme.
