Agriculture Services Programme for Innovation, Resilience and Extension (ASPIRE)

REQUEST FOR EXPRESSIONS OF INTEREST

(CONSULTING SERVICES – INDIVIDUAL CONSULTANT SELECTION)

  1. The Royal Government of Cambodia has received financing in the form of a loan (USD38.16 million) from the International Fund for Agricultural Development, a grant (USD15.2 million) from the Adaptation for Smallholder Agriculture Programme Trust Fund, and Government funding (USD11.4 million) from the Ministry of Economy and Finance to implement the Agriculture Services Programme for Innovation, Resilience and Extension (ASPIRE) for the Ministry of Agriculture, Forestry and Fisheries (MAFF). The total programme costs are forecast at approximately USD 82.2 million (excluding contributions from USAID and beneficiaries) and will cover a seven-year implementation period.
  2. The goal of ASPIRE is to reduce poverty and increase the resilience of poor and vulnerable smallholder farmers in the Kingdom of Cambodia. To commence and implement the Programme, ASPIRE is urgently seeking qualified and experienced consultants to fill the following positions:

Consultant for the Assessment of the Agricultural Extension and Education for Prek Leap National College of Agriculture(01 Person)

Duties:

  • Discuss the scope of assignment with Procurement Unit, ASPIRE Secretariat – MAFF
  • Hold discussions with administrators/leaders, faculty and staff of Prek Leap National College of Agriculture about the current training curricula and how they view restructuring of curricula in their respective college, especially for the Coming Master Programme which is still in process of development.
  • Interview a sample of trainees to understand their views on the strengths, weaknesses, and relevancy of the training curricula,  including their input on types of courses to be deleted and or added to make the curriculum more relevant and up to date and also their comments on the coming Master Programme development;
  • Interview a sample of representatives from the private sector and NGOs to gain their perspectives on the current  curriculum and the need for curriculum  restructuring  and  development and the coming Master Programme Development;
  • Review current curricula and assess its relevance and completeness in terms of the ascertained agricultural extension and education needs and knowledge gained from the above data gathering and will be major input for the development of the coming Master Programme;
  • Run a feedback meeting or workshop to share the findings and propose a draft of training curricula related to CEW, AEA and AES Trainings.
  • Make specific recommendations for the curricula to meet the needs of training participants in the agricultural industry.

Requirements:

  • Higher Degree in Agriculture or equivalent subject area;
  • At least ten years’ experience working in agricultural education institutions;
  • Experience of working in or with Government institutions;
  • Experience of working with high level, individuals;
  • Understanding of requirements of international donors;
  • Extensive knowledge and experience in working with agricultural extension and education, curriculum development in developing countries.
  • Knowledge and experience of the agriculture sector in Cambodia and SE Asia;
  • Knowledge of agricultural education in Cambodia or SE Asia.
  • Fluent in the English language. unity levels;

Consultant for Follow-up Assessment Of Residential Of E-Learning Facility based in PLNCA

(01 Person)

Duties:

  • Discuss scope of assignment with Procurement Unit, ASPRIRE Secretariat – MAFF
  • Hold discussions with leaders, departments, and lecturers of Prek Leap National College of Agriculture about the Residential and E-learning facility supported to current training programs and how they view improvements of this practice in PNCA as a whole into the school’s curriculum.
  • Review the existing training materials and assess its relevance and completeness in terms of the ascertained e-learning needs and knowledge gained from the above data gathering;
  • Run a feedback meeting or workshop to share the findings and propose new a draft and list of materials for training and updates related to CEW Trainings and e-Learning Program in general.
  • Make specific recommendations for the existing training materials to meet the needs of training participants in e-learning system.
  • Assess the needs of improvement to the e-Learning system and admin, and learning System Management at PNCA
  • Bachelor degree or higher degree of Information Technology or relevance experiences;
  • A minimum of 5-years of experience in E-learning system;
  • Fluency in English (Written and Spoken)
  • Certified project management or Business Analysis;
  • Experience of project formulation and evaluation;
  • Extensive knowledge and experience in working with e-Learning and some knowledge of agriculture development in developing countries.
  • Knowledge of Advisory Services, Monitoring and Evaluation, Risk Analysis, Develop Project Team, Contract Negotiations, Multistage Reporting, Client Management, Knowledge management, Stakeholder Management, Project Development, Project Management.
